Training
Hutchison Ports FCP has given many hours of training to employees in health and safety matters. Training includes various issues related to the promotion and awareness of safety. This is carried out throughout the organization through initiatives such personal protective equipment use, the prevention of diseases and accidents, coordinated drills with port authorities, among many other activities.
Security Initiatives
MEGAPORTS INITIATIVE
The key objective of the Megaports Initiative is to deter, detect and interdict the illicit trafficking of nuclear and other radioactive materials through the global maritime trading system without slowing the flow of trade; by strengthening port security, the Megaports Initiative, operating in conjunction with Bahamas Customs and FCP, scans containers for the presence of illicit nuclear or radioactive material thereby reducing the likelihood that the maritime trading system will be shut down due to the detonation of a nuclear or radioactive device. This initiative has been in effect at FCP since December 2004 when the Government of the Bahamas signed a Memorandum of Understanding with the United States Government to implement the program to stem proliferation threats.
CONTAINER SECURITY INITIATIVE (CSI)
CSI addresses the threat to border security and global trade posed by the potential for terrorist use of a maritime container to deliver a weapon. CSI proposes a security regime to ensure all containers that pose a potential risk for terrorism are identified and inspected at foreign ports before they are placed on vessels destined for the United States. Through CSI, U.S. Customs and Border Protection (CBP) has stationed CSI officers at FCP; these officers work along with Bahamas Customs and FCP Security to establish security criteria to identify high-risk containers by using non-intrusive inspection and radiation detection technology to screen high-risk containers before they are shipped to U.S. Ports. CSI is a deterrent to terrorist organizations that may seek to target any port and as a participant in this initiative, FCP provides better security for the global trading system.
CUSTOMS TRADE PARTNERSHIP AGAINST TERRORISM (C-TPAT)
The Customs-Trade Partnership Against Terrorism (C-TPAT) is a voluntary supply-chain security program led by U.S. Customs and Border Protection (CBP) focused on improving the security of private companies’ supply chains with respect to terrorism. CTPAT members are considered to be of low risk, and are therefore less likely to be examined at a U.S. port of entry. FCP as a member through parent company HPH, enjoys other C-TPAT benefits including taking an active role in working closer with the U.S. Government in its war against terrorism, reduced number of CBP examinations, access to the Free and Secure Trade (FAST) Lanes at the land borders, business resumption priority following a natural disaster or terrorist attack and priority consideration at CBP’s industry-focused Centers of Excellence and Expertise.
INTERNATIONAL SHIP AND PORT FACILITY SECURITY (ISPS) CODE CERTIFIED
The ISPS Code, an amendment to the Safety of Life at Sea (SOLAS) Convention (1974/1988) that looks after the security aspects of ships, ports and port workers to ensure that preventative measures can be taken if a security threat is determined. Implemented in in 2004, the Code prescribes responsibilities to governments, shipping companies, shipboard personnel, and port/facility personnel to “detect security threats and take preventative measures against security incidents affecting ships or port facilities used in international trade.”
FCP has been an ISPS compliant port since 2004 and remains compliant by preparing and implementing effective security plans that are able to manage any potential security threat thereby demonstrating FCP’s strong drive to proactively and collectively address maritime security and to facilitate global trade.
